Okay... Why is he a 'low link'? It's been centuries, so of course there's a base chance that your genetics aren't going to have the strong link to your ancestors. But, is it that he actually doesn't have a strong connection, or is it that he just doesn't know how to unlock the genetics that are there?
Now, hear me out on that last bit. Perhaps the reason the 'low-link' people die out is because they need a catalyst from the Old World in order to use their powers - But once they gain a catalyst, they have powers that far dwarf everyone else. Like... They have access to all the highest-level magics, but they don't start out with MP. In order to get MP, they probably have to get Old World nanomachines injected into their body. Doing so would unlock his skill, which may be world-threatening, which is why he would have such a short lifespan.
His 'unsplicableness'? A safeguard passed down through his genetics just like the super power. The people that were designing the powers for the general populace would have had a thought (and I'm using analogy here) "Okay. X-Men, we can deal with. You separate them, and then you can deal with each power individually. Superman, we can't deal with. Let's make them each only able to have one power." Now, splicing happens in this world. Why? The stronger your power is, the lower-level your safeguards are. If you've got a really weak power, you can have multiple really weak powers. If you've got a world-breaking power, you only get one. As far as that's concerned, having a normal-sized lifespan counts as a really weak power. The strong ones just don't get it.
He throws his money... He's got a lot of money to throw? Or is he a relatively poor man who throws any money that he gets into these projects? The last bit, that he's really desperate to stop himself from dying, that's just obvious.
