This Nuclear Holocaust is on the Old World, isn't it? Not the modern-day Earth with the splice factions and whatnot?
If you have a post-apocalyptic nuclear wasteland covering much of the Old World, then you will get things like tomb robbers. Effectively, they'll be going through the wastelands and the ruins of the old civilization, picking apart the bones for things that are effectively magic to them.
Using the link system to protect one's self from radiation, through either maintaining a shield against radiation or purging it at regular intervals, would be essential for traveling through this world.
Hell, I don't know. It's been over half a century since nuclear Armageddon has ravaged this planet. You'd think that there would be people trying to eke out an existence, no?

Hahaha, I believe now is the time to answer your questions and continue from where I left off.
I'm looking for a post-apocalyptic something. I feel like a nuclear wasteland setting would be too normal compared to the rest of the story. Something dangerous enough to make an entire population flee, but something that could still be there to cause something plot relevent. Like a disease. It shouldn't be necessary to be a link to avoid death either.
Yes, I believe people would be trying to eke out an existense there. Whether it be people who managed to live underground for hundreds of years or a space scavenger that bought mining rights on earth from the universal government.
Now what was I talking about last time? Splicers, I think.
This should be delved into.
Define the level of splicing better.
Level one splicing - The level of splicing is small. No visible signs are created.
Level two splicing - The level of splicing is has been slightly increased. You can experience a change in hair and eye color. Physical abilities may increase at level two and up.
Level three splicing - The level of splicing is even greater. Your skin might change in texture, color, and appendages could be grown.
Level four splicing - The level of splicing is at the legal limit. Your entire body will show signs of splicing. While changes of thinking, behavior, and mood can occur at any stage, it is most reported at this stage and after.
Level five splicing - The level of splicing is as far as it should go. You've lost your human shape and are starting to look like a real animal. You might keep your human appendages, but it's not always conveniantally placed.
Level six splicing - The level of splicing is at it's max. A stranger would not likely be able to tell that you're spliced, unless you still have human appendages. You might still be able to talk, but it doesn't always work that way.
Level seven splicing - You are an animal.

I suggest shying away from a post-apocalyptic Earth. You're not going to have much legal troubles with the Earth looking like the surface of the moon. Since legal troubles are part of the splicing thing, it doesn't really fit. I mean, unless the apocalypse happened fifty years ago or whatever, and we're coming out of the abyss and repopulating or whatever. Honestly, I think a post-apocalyptic thing would be for a different rp or for the Old World.
As far as the levels of splicing are concerned, as long as those things are treated as a continuum, everything's cool. You can be at the fuzzy boundary between six and seven, where you're almost an animal but you still have your own thoughts or enough of your own thoughts to still be considered you. Or at the boundary between four and five, where you still have your human stature but you appear fully animistic in nature... Hell, I don't know. It's like, you can be 1.5 as well as 1 or 2. 5.9834, instead of just 5 and 6. Catch my drift? Not all people show level 6 splicing the same.
Also, what happens when you're more than one animal? Can't that bring things to a higher level than 7? A perfect mix of two different animals in some sort of hybrid, couldn't that be 8 or 9? I don't know.

The post-apocalyptic is the old world. Sorry for the confusion. I'm just getting ahead of myself is all.
I'm basing the levels of splicing on the amount of unchanged human tissue or whatever. If one were to be perfectly splice of two different animals it would just be a level seven multi-splice.
Of course, I was just looking for something for me to identify splice folk with. It doesn't have to be a universal thing.
I'm gonna make a check list of the things I need to do with this before I feel comfortable launching this as an rp. This post is as good as any place, so I'll just do that.
1. Study on dictionary.com some more. This is a passive goal since there are a lot of words in the English dictionary.
2. A reason for not everyone being a link. I was thinking about a sort of world government thing, except it's only purpose would be to regulate links. I'll have to make a short little list of the things links are allowed to do.
3. Describe the flesh mech. Even if it's crappy. I try to make everything perfect and it looks worse than when I wasn't trying. ;~;
4. Make a few more sub-settings for Cabanostal. Finish some general characters and make up a half decent plot to get things started.
5. Make some more settings. I'd like for there to be multiple places for characters to start their adventure. If everyone's in the same place in the beginning it feels badly written.
